And we have to borrow money to be so generous to these folks.

I would bet there is no one in Washington that even remembers why the money was being given in the first place.
I would further bet there is no one in Washington that has a clue as to whether that is how the money is being spent.

Given all the needs of our own country and people and the fact that we do not have the money to be giving away.....just how do these things continue?
