I agree - those tags with S- clips Do NOT come off. It's even hard to pry them off with pliers. There are many owners here in TV that depend on a microchip. While those are good practice, it doesn't help if it is (1) on a weekend when Vets and Animal Control are closed (2) If the info on record contains your address elsewhere or has not been updated.
Nothing is better than having the dog tagged or even better - a web collar embroidered with the dogs name/your cell number. (Check out ORVIS.com)
You did a good deed kcrazorbackfan and if in fact this poor dog has gotten out twice lately with no identification, then shame on the owner. St. Charles is a busy street and the pup is lucky she met you instead of the undercarriage of a cart or car.
