Out of curiosity I contacted the reporter with a few questions; here are his answers:

My understanding is that the registration process in Sun City assures that your cart can be identified from others. There wasn’t a fee at the registration event I went to there Wednesday. Registration is not mandatory but is suggested. If you have other questions, feel free to call the Sun City Center Security Patrol at 813-642-2020.
