Actually, I agree with your husband.
I would call Animal Control for a second time and ask them "What are my options - the dog owner is again letting the dog run free".
It's the disrespectful owner that is at fault here, not the dog, so I hope you don't heed the suggestions to harm the dog.
Or you could take Looneycat's suggestion.
