I don't know if there are leash laws per se, but most responsible owners always keep their pets on a leash. That prevents then becoming a nuisance to the neighbors, using yards for their toilets and exposing dogs from attacks by other dogs or gators. There are dog parks that allow dogs to run unleashed. Life here is complaint driven. Complaints to Community Standard or the police usually happen when one neighbor disrespects the other neighbors or blatantly ignores the deed restrictions. While we are individual property owners, our properties impact the look and value of the neighborhood.
