There is one way that will work, almost 100% guaranteed. But it takes a little effort on your part. I have owned dogs my whole life. I have never seen a dog that could resist fresh horse or cow manure. If you place a big pile of it in your back yard, you will have a good time watching the neighbor's dog roll around in it and slide chin first through it just to get that smell all over its coat. Then, you'll have a good laugh when the neighbor let's the dog in the house before he realizes what happened. Like I said, it's a bit of an effort for you, but it will probably solve your problem.
