You could turn on your sprinklers or have a hose handy. A few times getting wet will normally keep dogs off your property. However, that won't solve the problem of having inconsiderate neighbors who are willing to put their dog at risk. We have an abundance of wildlife here, some of which is extremely predatory. We use an inordinate amount of chemicals which can be extremely harmful to pets, at least when recently applied. Maybe a note reminding them of the law and the dangers might help. I doubt it, but it is worth a try.

I wish you luck. I know of more than household that has moved because of neighbors like this.
