Why in the world would anyone let a child operate a motor vehicle in car and truck traffic here, when they are not allowed to do it where they live, and without a driver's license???

And regarding "putting them all in the same box", that is exactly what is accepted throughout the nation with regard to training and testing for a drivers' license. Everyone must wait till age 16 (or maybe less in farm areas).

To me, the only reason to allow a minor without a drivers' license to drive a golf cart here is because you are trying to be their playmate, not their parent or grandparent.

And if you're going to quote Reagan about sense of duty to protect others, you might quote him saying that his being a lifeguard had a profound impact on his future goals, to rescue and protect others.

Surely he would not have allowed kids OR adults to be in water over the heads without knowing how to swim reliably.
