I agree with you to a point, you beat me by 6 months, I was 16 when I entered college, I went to NYU so buses and subway easily made up for no license (you couldn't find a place to park anyway). I grew up in the bronx and have returned many times...seeing quite a change over the years, but the state of a lot of youths in the city is exactly the same state their rural counterparts are in, the only difference is population density. When parental or other direction is used it makes those individuals stand out.
