There are situations when it would be important and those that it would not. In Palm Harbor our neighbor bred pit bulls. Stupidly he would drag the dogs along while driving his car around the neighborhood. He ended up dragging one of the pit bulls along the road and scraping up its paws pretty badly. Enough so, that a boy called the cops and got them to just follow the blood trail back. The man lost these dogs but soon got some more if I remember correctly. You give dogs more rights than just being property then some animal advocate could step in and prevent this from happening.
I remember this because the animal rights' people targeted my neighbor's house due to the newspaper and TV news reports about this. Some tense weeks because of this.
There should be limitations on just how far the animal rights people should go. Using common sense would be quite good.
This Palm Harbor neighbor was a house owner by a defense lawyer so we got some very troublesome neighbors there; a few good ones too though. The defense lawyer probably rented this house out to some of his former clients or friends of clients.
