This is not exactly what you described.
But if you wanted to hire someone, try Tom Dorazio and his electronic horse races. He is listed in The Villages phone book.
He projects real horse races onto a screen.
Betting is done at your own tables with one person winning the pot at your table.
It is a little easier to run than the races with wooden horses and dice and a betting table/pay-off window, and having a marked track on the floor.
