It is going to come down to when the emails she received were marked classified. Give the number of emails that have been marked classified, you would think that the FBI would have enough already to proceed with charges against her, if they were marked classify when she received them. So, charges being brought against her aren't a given at this time.
If Obama did control the FBI, you would think he would request charges be brought against her now to get her out of the race. You have to know that Biden would jump in, if that happened.
Obama is the president. He could pardon her even before charges were brought. If he thinks that his legacy is in the crapper anyway, why should he care?
