I didn't read it that way. I think they simply left out a "comma". I believe "direct control" refers to voice control.

County Code 4-10 states that all dogs must be confined on owners property at all times, or under direct control or on a leash when off the owners property.

As a person who wrote software much of my life, I have no idea the law . As written; as long as my dog is under direct control I am ok.

I am left to guess that they meant something like this:

County Code 4-10 states that all dogs must be confined on owners property at all times or under direct control. All dogs must be on a leash when off the owners property.
