County Code 4-10 states that all dogs must be confined on owners property at all times, or under direct control or on a leash when off the owners property.
I agree. Although few people have total voice control over their dog.
They may think they do, until the dog sees a squirrel!

Our Village allows two dogs and the deed restriction is worded differently.
