The thickness of a $1 bill is .0043 inches, or 1000 bills is 4.3 inches thick. If the bills are $100 bills then 100,000 dollars is 4.3 inches and one million dollars is 43 inches thick not 12 inches. One billion is 1000 times one million, so one billion in bills is 43 * 1000 inches = 43000 inches. The Empire State building is 1,250 feet high, not including the antenna which is 15,000 inches. So.... One billion dollars in 100 dollar bills is, if my math is correct, almost 3 Empire State Buildings stacked on top of each other. This assumes that the 100 dollar bill is the same thickness as the one dollar bill, and that the bills are flat and with no space between bills.
