Why would someone complain? Isn't it a cheap deterrent? Isn't that what it's supposed to be?
Whenever I see a villager getting caught for shoplifting I wonder how many get away with shoplifting and how many are deterred because everyone will see their picture.
The rest of us know right from wrong.
