Rubio is not a fool, but he knows that supporting any action, ANY ACTION, that Obama has taken is a death sentence in the GOP primary. When he was in the Florida legislature he was quite able to negotiate and work with others. He is well aware that what he said was garbage. When he cited Reagan getting the embassy hostages back on his first day in office, he forgot to mention it was not because of the severe sanctions Reagan was going to impose (none) but rather that the Iranians were getting lots of goodies from Reagan in exchange for those hostages, goodies that Carter would not deliver and the Iranians needed to wait for Reagan to be in office to pay him off knowing that it was the Iranian hostage crisis that handed him the Presidency.
