Normally, it is a no harm, no foul issue. Very few homeowners are here when their renters or, if they are here, they own more than one home and would have resident IDs for both homes. So, turning in your ID cards is normally not an issue.
As to the $50, there is a bit of paperwork involved to switch over the resident IDs. I'm sure the developer makes a profit on this, but not the whole amount.
