The reason there are more minorities pulled over for seat belt violations is that more don't put on the seatbelt. Perhaps if they did they wouldn't get pulled over so often.

As to the crime you're worried about it happens anywhere you have a high population density...and a contributing factor to the high density are pockets of low to no income. Low to no income = more crime. The only way to escape it is to move to the middle of nowhere.
