Yes you and the government are using the letter of the law...either use it, or abuse it or hide behind it to provide cover. In the case of these videos the legal comment "highly edited" is being used to make it sound as though the videos are fake....they are not.

Were the PP executives in fact in the videos? Yes!
Did they say what was shown in the videos? Yes!
Were the videos edited? I will give you the benefit of the doubt, yes!
Does the editing change what was stated by the PP executives? NO!

For some, the blindly follow the party support they will thrive upon and live within the false doubt that has been legally created with those magical legal words "highly edited". And completely, conveniently ignoring the fact that the PP did what was filmed. And are doing what they said in the videos.

PP = fetal/baby murdering, abortion convenient birth control, butcher shop.
