You have misstated the likely case at which you were not a juror. It was not based on an officer wanting to write his reports in Spanish but rather an allegation of a supervising officer consistently discriminating against this policeman, mocking him and humiliating him in front of other officers. He never wanted to write his reports in Spanish nor did he believe he should be able to do so.
