Typically, promotional rates are only for new accounts. The sales rep has no leeway on this, and just wants to get you off the phone so they can handle a commission caller. You should pressure the rep to transfer you to the customer retention department, where they have some negotiating ability. You may not get the full promotional rate, but a decent partial discount. Even that might only be good for a year. One time I tried this, and went from a 2 channel DVR to a 5 channel Genie for $50 instead of $250. It can't hurt to try.
