For instance, there is no way the Developers are going to make every pool a lighted pool and open at night. Cost prohibitive plus safety issues.
However if the Developers received thousands of write-in comments from people who wanted one lighted pool in a central Village,
I bet they would listen.

Maybe , but it is easy to say you want something in a survey (no personal commitment). When it comes to making the project financially viable, many of the positive respondents become very hard to locate.
