So, Trump who has built many towering buildings says he can build a wall around the border, and who is it that says he can't? Given the money, I could build a border wall.

Who says that he can't build a wall along the Southern border with Mexico? Since we have people here that correct every minor point, I assume that you meant the Mexican border. A fence around the entire country plus Alaska, and Hawaii would be a bit much, but it is something to think about.
The answer to your question is very easy. It is the Democrats in Senate. If he isn't elected president, will he do it on his own? He can charge people for looking at his beautiful wall. Thereby, he will get his money back. It is not like any of his business ventures have ever gone bankrupt.
