That is true BUT the "I'm sorry" just might be 10 years in prison. Once the robber has your wallet and is running away, it is not alright to put a shot into his back.
There is also the shooting in a very stressful situation to be considered. The well trained lawman knows about that. In a stressful shooting situation, most bullets from average citizens would go in very haphazard pattern and have a good possibility of taking out bystanders.
