If the hose is relatively new, it may just be some left over dust/dirt etc inside the hose. If the hose is older, but stays outside in the sun, some of the chemicals of the hose may be breaking down. I have seen this a few times when washing the car. The initial stream of water looks and acts soapy, it soon clears up.
And to confirm what was previously stated, the outside faucets are the SAME water supply as your inside house water. If you are not sure, just go to the garage, and turn off your main valve, then turn on the outside hose, in a few seconds the flow will stop.
