How much do you suppose ISIS spent on today's terror attack in Belguim? We are building new aircraft carrier , paid for by our grandchildren of course, fighting an enemy that doesn't even have a piper cub airplane. We are defeating ourselves from the inside, just give us enough time. IMO

No offense, but you don't know what you are talking about. We build carriers so that we don't have to have military bases occupying property in other countries near the enemy in order to fight them. There is more to it than just that but even if I had the patience to explain it in detail, you would just cut and run anyway.
Of course, we need a balanced budget. And of course we need to allow the military to fight wars, not inexperienced politicians, most of whom have never marched in formation before. In the past, we paid for wars with either a military tax(war tax) or war bonds.
You have a very negative outlook on things. I once had an old war dog tell me "don't come to me with complaints on how something is done unless you also bring a solution." Of course, he used more descriptive and colorful language in his version.
