If you haven't rebooted recently, reboot.
The latest iPad Air2 is only available in 16 or 64 GBs. The iPad Pro starts with 32 GBytes. You can find an older iPad Air with 32 GBs on the refurbished list on the Apple website. Refurbished Apple gear is a good deal - they carry the normal 1 year warranty and have new batteries.
Unless you store a lot of videos on your iPad you can probably get by with 16 GBs. You can do to "Settings>General>About" and see just how much of your current 32 GBytes of storage you are using. Regardless, additional storage is usually a good idea.
If you have a battery issue then Apple will replace your battery for $99. They actually send you a refurbished iPad with a new new battery. You can also probably find a repair shop to replace it or do it yourself. I am not sure how much effort if takes for an iPad3 but it took me all of 10 minutes to replace the battery in my iPhone.
Regarding cellular capability, that really depends on where you use it.

Cellular Data. I haven't reinstated the cellular data in several months but it comes in very handy when we are traveling. I also help 4 seniors over 86 and spend a lot of time in hospital and doctor's waiting rooms! Sometimes their WiFi leaves a lot to be desired!
Any idea or suggestions will be appreciated. If I need a new iPad, I will probably buy it at the Apple Store in Ann Arbor, Michigan.
