To designate a day or morning, a day of prayer or a day to baseball champions is one thing, but to say, "well if congress is not going to agree with me, I will make my own laws" is illegal and not part of the Executive branch. Now, are you going to use the past presidents actions justification for Obama's failures? And it doesn't matter what president might have done it previously, it's not part of the job, and there is NO excuse for Obama doing it. AND, the Supreme Court agrees with what I said. Obama cannot make law and E.O.s can be voided by the next president.
