What the OP has is an OLD OLD virus (malware hijack/ransom ware) that is a known issue. The EASIEST by far solution is to simply install a new drive ($50 or so) and fresh copy of Windows. Then just drag and drop the old profile information into the system. You can move it drive to drive, USB to drive or even OneDrive to drive.

The side benefit is the clean install of Windows. I am curious, why get rid of 10? There is a ton of bloatware on it but once cleaned up is a very good OS.
