Manufacturing won't come back. Unless/until the cost of labor here comes down enough to make it profitable. Robots started here, they'll stay here, and spread just like our jobs were spread out as labor costs rise.

We priced ourselves out of the world economy.

Multinationals and their owners don't care about borders or countries. In fact, the NWO pretty much eliminates countries. The multinationals want the rules the same throughout the world. Rules that benefit themselves. So they have lots and lots of customers with money to borrow!
