Transgenders should have to use the bathroom in which their appearance would not upset people as to cause violence against them but this should not be a law but just a social norm.

It seems like the law will fall to an ACLU challenge if it is worded in terms of biological parts only and that also seems to invite attacks on people looking like they do not belong in that restroom. You want the woman who was Bruce Jenner peeing in your restroom. I assume he/she no longer has that equipment but it still would be weird for Bruce Jenner to walk into a men's restroom in the Villages and not expect to be arrested.
