It seems like the law will fall to an ACLU challenge if it is worded in terms of biological parts only and that also seems to invite attacks on people looking like they do not belong in that restroom. You want the woman who was Bruce Jenner peeing in your restroom. I assume he/she no longer has that equipment but it still would be weird for Bruce Jenner to walk into a men's restroom in the Villages and not expect to be arrested.
If the one formerly known as Bruce Jenner still has male plumbing, I would expect him to use the mens restroom. Dress has nothing to do with it. Only females worry about style of attire. There are plenty of freaks out there that wear clothes that many feel are distasteful. That doesn't mean that we discriminate according to style taste. Or do we? Besides, you know how women get when a man leaves the toilet seat up? It will just give them more ammo to bit*h about.

Invite attacks? Does a short skirt invite rape? What kind of reasoning are you using?
