Most likely, he is referring to locker rooms, but there has been cases of perverts taking photos under the stalls. But, I can see how some of the women down here wouldn't care. Some have no modesty and some would look forward to ANY interest by a man, regardless of how perverted he is. In that case, the man better be careful and not get caught.
