They get elected to say what they're told to say and do it convincingly. Why do you think actors go into politics?
The reality is, the president is the talking head, the representative, he conveys convincingly what he's told to convey.
Trump won't be president if he can't be controlled. He just won't. Trump is an actor too. "Reality TV" to boot. Taking a script and making it look "live and unrehearsed" is his specialty.
