One does not have to be convicted to be deemed a criminal. The Clintons are just criminals, not convicts. Is grand larceny a crime? The Clintons had to pay the gov back thousands of dollars in restitution for the grand larceny that they perpetrated when leaving the White House. You do know how to use Google, don't you?
