They DID agree in their EULA...and No, it is NOT forced into any Domain based system, unless you are logged on as a "Local Administrator" (not common). Dont let the facts get into the way of conjecture. BITS only does what is has been instructed to do...sometime in the past, as part of an Update the end user got the EULA and that is that. They do not like the unforeseen consequences? Possibly they should have read what they were agreeing to.

That said, the OP should see if she has a Restore Point from any date prior to the W10 install and use that. As I said, it is FAR cleaner than an "uninstall"
