Look at the difference disputing a charge at American Express or Bank of America. American Express treats you as if you were family. Bank of America treats you like family, they transfer you four or five times and I swear its true, the last rep burped during the phone call, they are allowed to go forward without getting their act together just like Comcast. Are they allowed to have an outage? Certainly, but respect your customers or you won't have them.

Nucky - Concast is the worst service provider on the face of the earth. They have been terrible wherever we used them. When we first moved to TV we signed up for Concast because we were told they were the only provider in our area. (I learned that was not the case later.). During the first year we had the typical Concast issues, and averaged at least one day per month of down time. One Sunday afternoon we lost cable, Internet and our phone. Concast said it would be fixed by midnight. Monday morning we still had absolutely no service. I called Concast again. Got dropped/hung up on twice. On the third call I as told that they would send a tech out on Thursday afternoon. I explained we had no phone, Internet, or cable. They basically said "tough" and I would get a tech when they said so. This after spending almost 5 hours on the phone as I was bounced from one call center to another across the globe.
I called BrightHouse and had new phone, Internet, and cable Monday late afternoon - that same day that Concast said it would take them 3 more days to get to our problems. No contract, no muss, no fuss. Wonderful phone support and quick tech support when needed. I'm satisfied and recommend them highly.
When I called Concast to cancel their services, after BrightHouse was fully functional, Concast wanted to know why I was dissatisfied with their service. When I told them they had no response. So, my mantra is, if you use Concast, you deserve Concast. They are consistently a provider of inadequately poor service no matter where we have used them throughout the US. If you don't have access to an alternative cable provider, like BrightHouse, use Dish or Direct TV. Use anything but Concast.
