The South Florida Water Management District (SFWMA) would be very happy to learn when you complete your work as it is highly illegal and can incur very large fines. Also the Villages Architectural Review Committee will be interested as well because exterior changes to your property not approved by them (grass replacement with rocks probably won't get an approval) can be reversed and you can be ordered to replace the grass. Please, check this out some more. Unscrupulous landscapers will do the work for you and leave you hanging in the wind to face the consequences.
