The national priority clearly appears to be number 1.
This reminds me of cities that have the Economic Development function in the same department as planning, permits and code enforcement. It appears to be a clear conflict of interest.

That's the easy stuff. The hard thing is trying to work within the laws passed by Congress which give multiple agencies the same issuance and enforcement authorities (so one can say yes, and the other say no on the same issue). Today's "Book of Laws" reads like Catch-22.
