It is best to call Community Watch or not say anything. I am not sure why you would want to potentially get into a conflict with someone, perhaps a neighbor, over something as trivial as this.

I called the VCDD and asked if I had a cart would it be okay to charge it this way. The answer was no...not maybe...not in an emergency. They stated it was the same as taking money from the home owners.
Next time I will say something...nicely, but I won't just walk by.
So if you're a cheap SOB then find another way to charge your cart as I will not fund your cart charging unless you will help with my gasoline. "ENTITLED"
