I called the VCDD and asked if I had a cart would it be okay to charge it this way. The answer was no...not maybe...not in an emergency. They stated it was the same as taking money from the home owners.
Next time I will say something...nicely, but I won't just walk by.
So if you're a cheap SOB then find another way to charge your cart as I will not fund your cart charging unless you will help with my gasoline. "ENTITLED"

Chill, everyone is not perfect. Sure they were embarrassed about it. Maybe they taped two quarters by the outlet.
