to me, you're mixing apples and oranges. The gangbanger and his illegal weapons are not used to deliberately shoot innocent victims. The mass shooter usually has legal weapons in his/her possession. Belonging/not belonging to the nra is irrelevant in either scenario. In both instances, people die but in one instance it is nearly all innocents and is planned long before the first shot is fired. Those people want their 15 minutes of fame. In the other, it is more of an impulse, an act of rage or revenge. Shooting a bystander is not wanted -- too much publicity and a stepping up of police actions.

That is the problem.
