You are correct oh great and wise one. (not being name calling or sarcastic --- just an old Ed McMahon line to Carnac) I believe that is the rationale used by one of the district people in explaining the ruling. I asked her if the 20% was a minimum or maximum, but she couldn't seem to understand why it would make any difference.
