I asked the same question on another thread.
"I have a message for all of you: the crime and violence that today afflicts our nation will soon come to an end. Beginning on January 20th 2017, safety will be restored."
That sounds like an old TV plot. There's a new marshall in town. Now law and order will rule the day.
Maybe he thinks that's what Martial Law is and that's his plan. I could see how he would get those two words mixed up.
