What you're thinking of is low income housing.
This is MANDATING that ALL house rentals, no matter the "rent amount", will be open to section 8. Landlords will be forced to take the voucher and then will get tax credits for the rent over the amount the voucher will pay.
They want to "bust" EVERY neighborhood.

Sadder is that you can see from this forum and the presidential campaigns that people prefer to blame ridicule, label, rather than focus on America's problems with well thought out solutions. Perhaps its all circular in that they never were taught how to think logically but only to emote. Its enough to make even an atheist pray.

The "solution" is to decrease the amount of minorities in this country. We're currently heading in the opposite direction and we'll be the minority soon.
