Dropping a dime without talking with them first is in my opinion taking a cowards way of dealing with a difficult issue or concern.
I agree, in fact community standards would prefer
you try to work it out together first,
if that is not satisfactory then a complaint can be filed.
If they are out of state you can spend a dime and call them!
