I think you have made a major error of fact with regard to Ham Radio Antennas. The only outdoor antennas allowed by the covenants are those
receiving antennas for commercial radio and television, which are permitted by federal law.
That is why The Villages Amateur Radio Club provides it's members with instructions on how to build clandestine Ham Radio Antennas in their attics, or otherwise disguised.
Personally, I have a collapsible, portable antenna which I can set up and take down out in the yard or in the garage. It is not as efficient as a big aluminum antenna on the roof, with a rotor, but it has enabled me to make contacts deep into South America, and throughout the United States.
If you have information to the contrary about Ham Radio antennas in The Villages, I would be happy to hear it.
