I personally know this very poor performance standard for the Medical Administration Service of the VA has been going on since the early years of the Bush43 Administration.

It is not the fault of any President but just very poor HR practices emanating from the Chief of Staffs to the Secretary of VA - who knew squat about best HR practices.
