that statement just shows you have a total lack of knowledge how the Federal Bankruptcy Laws work to allow a fresh start and save jobs.
It is far easier for a company to close it's doors a not pay anything to anyone, Chapter 11 restructures debt, yes creditors get less.
All employees are paid in full as well as taxes.
However, the results speak for themselves –

Bankruptcy gave Donald Trump's casinos the fresh start they needed, as it has done for many other businesses, celebrities, and for people struggling to make ends meet.
